Due to the following inconsistencies and exceptions, the website is partially compliant with Level AA of the Web Content Accessibility Guidelines (WCAG 2.1) and with the current European standard EN 301 549 V3.2.1 (2021-03).

The content listed below is non accessible for the following reasons:
a) Non-conformity with the Web Content Accessibility Guidelines
Documents produced for the fulfilment of reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) have to follow the common reporting format provided by the UNFCCC. The Austrian Emissions Trading Registry has no influence over the accessibility of these documents.
The Austrian Emissions Trading Registry has developed a guidance document for users of the Union Registry to provide them with assistance in the use of the Registry. The Union Registry is a software system offered by the European Commission whose application does not meet the accessibility standards. In view of this, and as an accessible version of our guidance document has no influence over better access to the Union Registry, this document has not been provided in an accessible version. However, should you need an accessible PDF version of the guidance document, please contact us. We will make every effort to provide you with an accessible document.
At the present time, the following documents cannot be provided in an accessible version:
- Information on cost reimbursement as a PDF document (the same information can be accessed on our website via the following link: Fees
- Table comparing the names of installations held in the Union Registry and in the National Allocation Table
- Tables showing updates of the National Allocation Table
- Table showing the number of allowances that are to be allocated to aviation NAVAT 2017-2020
- Tables showing compliance status
- Template letters requesting account updates or the closure of an account as well as a template to be used for annual confirmation of account data
- Registration requirements for the opening of an account
We are working continually to ensure that these documents are made accessible as soon as possible and we are planning further improvements to make PDF documents available in an accessible format. Please inform us if you notice any barriers.
According to an external test of the website, conducted by dooloops GmbH in October 2020, the following content on the Environment Agency Austria’s website www.umweltbundesamt.at has been identified as not compliant with WCAG 2.1:
Summary of higher priority issues:
- There are elements with insufficient contrast
- Some header structure is not suitable
- There are some HTML errors that are of relevance to accessibility
- Some tables have not been implemented in an optimal manner
- Alternative text is missing for some images
Improvements are constantly being added to the website in the area of contrasts and tables.
b) Disproportionate burden
There are currently no issues under this item.
c) Content that does not fall within the scope of applicable legislation
Several, mainly older PDF documents and Office documents are not accessible. For example, PDF documents are not tagged and therefore cannot or only insufficiently be accessed or used by screen reader users. The WCAG success criterion 4.1.2 (name, role, value) is thus not fulfilled.

Creation of this web accessibility statement
This statement was prepared based on an assessment conducted by a third party in October 2020.
The assessment of the website’s compliance with the WZG (Web Accessibility Act) to implement the requirements of Directive (EU -European Union 2016/2102) was conducted in July 2020 in the form of an external test according to WCAG 2.1 at Conformity Level AA. Individual page content is regularly reviewed by the web editorial team when new content is published.

Enforcement procedure
Should you not be satisfied with our response, you can file a complaint and contact the Austrian Research Promotion Agency (FFG, Österreichische Forschungsförderungsgesellschaft mbH). Complaints processed by the FFG are usually about potential violations of the Web Accessibility Law (Web-Zugänglichkeits-Gesetz, WZG), most notably shortcomings in compliance with the requirements of web accessibility that are identified on websites of Austrian public sector bodies or any institutions that belong to them. Should your complaint be justified, the FFG will formulate recommendations for action to be carried out by the party concerned and suggest measures to remedy the existing shortcomings.
